Proposed Plan, Record of Decision, Well Abandonment, and Institutional Control Maintenance – U.S. Air Force Retained Area of the Former Badlands Bombing Range, Site OT018, SD – USACE Albuquerque District

KGS prepared a Proposed Plan (PP) and Record of Decision (ROD) to document the selected Remedial Action to address potential residual Munitions and Explosives of Concern (MEC) hazards at the 2,486‐ acre United States Air Force (USAF) Retained Area of the former Badlands Bombing Range (BBR) (Site OT018), in Oglala Lakota County, South Dakota.

Following signature of the ROD, KGS abandoned 17 monitoring wells on the USAF Retained Area.  KGS was also tasked with installing institutional controls consisting of four-strand barbed wire fence and warning signage at three locations within the USAF Retained Area. These three locations include the high-density Bull’s Eye (approximately 71 acres and 7,650 LF of fence), the North Escarpment Area (approximately 14.8 acres and 1,880 LF of fence), and the South Escarpment Area (approximately 7.5 acres and 1,240 LF of fence). A professional surveyor was engaged to ensure accurate orientation of the fence during installation
